Council for Nature Conservation and the Countryside

The Department of the Environment is seeking to appoint a chairperson to the Council for Nature Conservation and the Countryside. This is an exciting opportunity to actively contribute to the development and protection of Northern Ireland’s beautiful natural environment.

The primary role of the Council is to advise the department on nature conservation and countryside management issues. This includes providing independent opinion, guidance and scrutiny on issues such as:

  • the establishment and management of Areas of Outstanding Natural Beauty, Areas of Special Scientific Interest, local and national nature reserves and national parks;
  • the protection of wildlife species;
  • the management of land acquired for conservation or amenity purposes;
  • marine protected areas;
  • the payment of grants to voluntary conservation bodies; and
  • promotional and educational activities.

In practice, this can mean considering departmental policies, advising on planning applications, reviewing Planning Policy Statements and contributing to Development Plans and environmental consultations.

In addition to chairing bi-monthly Council and ad-hoc meetings, it is the Chair’s role to:

  • Provide leadership to the Council and ensure it meets its objectives;
  • Enable all Council members to make a full contribution to the Council’s activities and ensure that the Council acts as a team;
  • Ensure that the Council has adequate support and is provided with all the necessary information and data on which to take informed and timely decisions;
  • Represent Northern Ireland on the UK-wide Joint Nature Conservation Committee which meets four times per year at various locations around the UK;
  • Develop a constructive relationship with the Minister and departmental officials;
  • Manage the Council’s response to correspondence and consultations;
  • Represent the Council in meetings with the Minister and departmental officials and at functions and events;
  • Act as a champion for the natural environment and promote environmental excellence;
  • Conduct an annual evaluation of Council members’ performance;
  • Co-ordinate and oversee the preparation of the Council’s end-of-term report to the department.

The term of appointment is for three years, effective from 1 March 2014 and the time commitment is approximately 6 - 7 days per month. The post currently attracts remuneration of £9,740, plus reasonable travel and subsistence expenses paid in line with standard Civil Service rates.
