Sub-Group A
Legislative Framework and Capacity Building Sub-Group A looked at modernising policy and legislation to make sure local government could deliver responsible, people-centred services.
Sub-Group A’s responsibilities covered the following areas:
1. Legislative Framework
- local government finance arrangements
- remuneration and severance arrangements for councillors
- ethical standards, including a mandatory code of conduct for councillors
- a regulatory framework in relation to council participation in limited companies
- provisions to allow councils to participate in Public Private Partnership (PPP) and Private Finance Initiative (PFI)
- consultation on legislative proposals
2. Capacity Building
- capacity building of members and officers: the first stage of the work on capacity building was the development of a strategy to support the building of the ‘capacity’ of councillors; this was to deliver strong, accountable, citizen-centred local government, including options for bringing about these changes, as well as the costs and timescales involved
3. Governance
- information and guidance in relation to governance for the new local government structure
4. Performance Management
- improving councils’ performance and delivery of services
