Sub-Group A and B
Terms of Reference
The role of the local government modernisation Sub-Groups was to support the Strategic Leadership Board (SLB) in the development and implementation of the local government modernisation programme.
Responsibilities
The SLB agreed that the two Modernisation Sub-Groups would be responsible for:
- legislative framework and capacity building
- service delivery
Membership
Each Sub-Group membership included:
- the Chair: an elected member from the SLB
- the Vice-Chair: also an elected member from the SLB
- secretariat (administrative) support from the Department of the Environment (DOE) and the Northern Ireland Local Government Association (NILGA)
Functions
Reporting all findings to the SLB, the Sub-Groups’ specific functions were to:
- lead the development of a detailed programme of work, including timescales and resources
- present costed options and recommendations on policy and implementation proposals
- ensure that policy proposals are subject to consultation and the relevant impact assessments
- ensure that requests to the SLB for financial resources were supported by an appropriate business case
- commission task and finish projects on key work areas
- develop proposals for local pilots in specific geographic areas, if appropriate
Further Developments
The Policy Development Panels (PDPs) now continue to take forward the work of the Sub-Groups.
