Reform Legislation

The overarching legislative framework for the new councils will be provided by two pieces of primary legislation:

  • The Local Government (Structures) (Northern Ireland) Order, and
  • The Local Government (Transfer of Functions) (Northern Ireland) Order.

The proposed Structures Order will amend the legislation relating to local government administration, finance and audit in Northern Ireland in order to provide more modern powers for the new council structure.

The draft Local Government (Transfer of Functions) (NI) Order will provide the legislative basis for the transfer of functions from central to local government.

Further subordinate legislation and regulatory guidance will underpin the new arrangements.
