Ethical Standards Regime and Code of Conduct
The Department established a Code of Conduct Working Group (CCWG) in 2005 comprising representatives from various sectors with an interest in local government. The CCWG was tasked to review the current Code of Conduct, to make recommendations for any revisions and to consider options for monitoring the application of the new Code, including enforcement and appeal procedures and whether the Code should be mandatory. The CCWG completed its work in May 2006.
The work of the CCWG has since been taken forward in conjunction with the development of the policy and implementation proposals for the future of local government. The recommendations of the CCWG were considered by the Policy Development Panel on Governance and Relationships in the context of the governance arrangements for the new councils. The Department’s proposals for a new ethical standards regime and a mandatory Code of Conduct will be included in the consultation paper on the Local Government (Reorganisation) Bill which will issue in 2010.
