PDP C - Structural reform issues

Policy Development Panel C (PDP C) for structural reform deals with the development of recommendations on policy and transition proposals for the 11 new district councils. This relate to six structural reform work strands. These are:

• human resources
• capacity building (building on the capacity of staff and council members to change effectively to the new council structure)
• finance
• estates (property and land)
• transfer of functions (the functions of the departments and other bodies that are transferring to the new councils)
• service delivery (providing efficient delivery of services to the public)

At its first meeting on 31 July 2008, the Panel agreed that working groups should be established to help with the development of policy and the implementation for each of the work strands (listed above) or projects.

It was also agreed that some of the work strands were closely linked and for this reason, four working groups have been established to take the work forward.

These groups are:

• transfer of functions / service delivery
• human resources
• finance / estates
• capacity building
