Background
The aim of the Central / Local Government Relationship Sub-Group was to identify:

• how central and local government can effectively liaise about separate and related functions
• what legislative proposals are required to bring about these mechanisms
• how an outline implementation plan can develop the new arrangements and put them in place for 2009
