Marine Management Concordat

To help ensure a smooth and consistent approach is maintained to implementing obligations contained in the Marine and Coastal Access Act 2009 a Marine Management Concordat has been agreed between the Northern Ireland Executive and HM Government . The concordat is the culmination of the initial agreement reached at the Joint Ministerial Committee on 25 June 2008 among all the UK Administrations to deliver a coherent and co-ordinated approach to the management of the UK’s marine environment.

An annex is included with the concordat, which sets out the practical working arrangements for delivery of a consistent approach to the implementation of the marine planning aspect of the Marine and Coastal Access Act. The administrative co-operation outlined in the concordat and the Marine Planning annex will assist the Department, and other Departments and Agencies with marine responsibilities in Northern Ireland, to maintain effective working relationships and promote good regional communication in the delivery of a consistent approach to marine management across the UK.

This co-ordinated and integrated approach will advance a sustainable approach to marine management in Northern Ireland which aims to secure the economic, social and environmental future of the marine environment.

The Marine Policy Statement was published on the 18th March 2011.

The UK Marine Policy Statement is a joint venture with England, Scotland and Wales and provides the framework for preparing marine plans and taking decisions affecting the marine environment. It applies to all UK waters and sets out the general environmental, social and economic considerations that need to be taken into account in marine planning. This will contribute to the sustainable development in the UK marine area.

Statement of Public Participation 15 December 2009

The first stage of the new system of marine planning for Northern Ireland is the development of the Marine Policy Statement (MPS). The MPS will build upon the high level marine objectives (843KB)Opens in a new window. published in April 2009 and will set out in one document the policies for the sustainable development of the whole UK marine area. It will guide decision making which affects the marine area and aid the development of Marine Plans.

The Department of the Environment, along with the UK Government, Welsh Assembly Government, and Scottish Government have prepared a Statement of Public Participation (SPP) (543KB) Opens in a new window. which sets out how you can be involved in the development of the Marine Policy Statement. The SPP provides a timetable for the development of the MPS and timings for engagement.

Also prepared is a list of organisations (94KB)Opens in a new window. with an interest in the marine environment who will be consulted as we develop the MPS.
