Landfill rates continue to fall


Provisional figures published today in the latest quarterly local authority collected municipal waste management report, reveal a continuing reduction in the proportion of local authority collected municipal waste sent to landfill in Northern Ireland.

Between July and September 2012, the proportion of household waste sent to landfill dropped 3.3 percentage points, when compared with the same period last year, to 51.1%. During this same period there has been an improvement of 1.5 percentage points, to 44.2%, in the household waste recycling and composting rate which will have been a key contributing factor to this falling landfill rate.

The report also shows that the overall amount of household waste collected decreased by 0.6% when compared with the same period last year, from 220,890 tonnes to 219,673 tonnes.

The data in this report are based on returns made to WasteDataFlow, which is a web based system, used by all UK local authorities to report local authority collected municipal waste.

Key points for July to September 2012 are:

Local Authority Collected Municipal Waste

• A total of 247,979 tonnes of local authority collected municipal waste were collected in Northern Ireland, a decrease of almost 1% on the same period last year.

• Just under 43% of local authority collected municipal waste was sent for recycling and composting. This was an improvement compared to the same period last year when just over 41% was recycled or composted.

• The percentage of local authority collected municipal waste sent to landfill was over 52%. This was also an improvement compared to the same period last year when less than 56% was sent to landfill.

• Of the three waste management groups, arc21 had the highest percentage of LAC municipal waste landfilled this quarter, at 54.2%. NWRWMG landfilled 53.7% and SWaMP2008 landfilled the lowest percentage of LAC municipal waste at 47.2%.

• Compostable waste accounted for just over half of all waste collected for recycling (51%), and combined with paper and card (17%) these material types accounted for the majority of material collected for recycling.

Household Waste

• Local authority collected municipal waste includes household waste and waste collected from non-household sources. Of all local authority collected municipal waste in Northern Ireland, 89% was household waste and 11% was non-household waste.

• A total of 219,673 tonnes of household waste were collected in Northern Ireland, a decrease of 0.6% on the same period last year.

• The percentage of household waste recycled or composted was 44%. This was an improvement of 1.5 percentage points on the rate from the corresponding period the previous year. Of all household waste collected over 20% was recycled and almost 24% was composted.

• Just over 51% of household waste was sent to landfill, an improvement on the rate of 54% sent to landfill during the same period in 2011/12.

• The population living in SWaMP2008 generated the least amount of household waste per person (115 kg); with the population living in NWRWMG generating the greatest amount (124 kg). The population living in arc21 generated 123 kg of household waste per person.


Biodegradable Local Authority Collected Municipal Waste

• The Landfill Allowance Scheme places a statutory responsibility on district councils to landfill no more than the quantity of biodegradable local authority collected municipal waste for which they have allowances. The allocation for 2012/13 is 320,000 tonnes, which is less than the 2010/11 allocation (465,950 tonnes).

• In the period July to September 2012, a total of 69,159 tonnes of biodegradable local authority collected municipal waste were sent to landfill, which equates to under 22% of the annual allocation.

1. This is the fourteenth Northern Ireland Local Authority Collected Municipal Waste Management Statistics Report and the second report for the 2012/13 financial year. It will continue to be updated quarterly.

2. Note that all figures are provisional until the final end-year validation has been completed. An annual report, with fully validated figures for 2012/13, will be published in November 2013.

3. There are ten indicators covered in the report, covering local authority collected municipal waste, household waste, and biodegradable local authority collected municipal waste. The indicators have been calculated from the WasteDataFlow (WDF) system, which is used by all UK local authorities to report local authority collected municipal waste.

4. Northern Ireland is split into three waste management groups:

• arc21 - Antrim, Ards, Ballymena, Belfast, Carrickfergus, Castlereagh, Down, Larne, Lisburn, Newtownabbey, North Down.

• North West Regional Waste Management Group (NWRWMG) - Ballymoney, Coleraine, Derry, Limavady, Magherafelt, Moyle, Strabane.

• Southern Waste Management Partnership (SWaMP2008) - Armagh, Banbridge, Cookstown, Craigavon, Dungannon, Fermanagh, Newry and Mourne, Omagh.
