Environment Minister, Alex Attwood today announced that Marion Smith and Bumper Graham have been appointed to the Local Government Staff Commission (LGSC).
The Local Government Staff Commission is an Executive Non-Departmental Public Body. It was established in 1972 to oversee matters connected with the recruitment, training and terms and conditions of officers of district councils and the Northern Ireland Housing Executive. Its powers were subsequently extended to monitor the fair employment practices of councils and their compliance with statutory requirements relating to equality of opportunity.
The appointments take effect from 15 February 2013 to 30 November 2014.

Role of LGSC:
1. The Local Government Staff Commission for Northern Ireland (the Commission) is an Executive Non-Departmental Public Body (NDPB), established under Section 40 and Schedule 3 of the Local Government Act (NI) 1972. Its powers were extended under the Housing (NI) Order 1976 and 1981 and the Local Government (Miscellaneous Provisions) (NI) Order 1992.
2. The Commission was established for the purpose of exercising general oversight of matters connected with the recruitment, training and terms and conditions of employment of officers of district councils and of the Northern Ireland Housing Executive. Its powers were subsequently extended to monitor the fair employment practices of councils and their compliance with statutory requirements in relation to fair employment
Appointment Process:
3. The Commission consists of a chairman and not more than fourteen or fewer than six other members; and appointments are made by the Minister of the Environment.
4. The appointments are effective from 15 February 2013 to 30 November 2014. Members do not receive a salary but are paid expenses in respect of attendance
5. The selection process for the appointment of the new members followed the Code of Practice of the Office of the Commissioner for Public Appointments for Northern Ireland.
6. All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for the political activity of appointees (if any declared) to be published.

Bumper Graham lives in Lisburn. He is currently Assistant General Secretary of the Northern Ireland Public Service Alliance (NIPSA). He was previously Assistant Secretary of NIPSA. Bumper is already involved in the work of LGSC and represents the Trade Union on the project board for People and Organisational Design and Strategy. Bumper also leads Trade Union representation on the Local Government Reform Joint Forum (LGRJF), dealing with HR issues relating to Local Government Reform.
Through his role with NILGOSC, Bumper has been involved in negotiating the reform of the Local Government Pension Scheme, and in leading the Trade Unions, Bumper will be able to bring the views of Trade Unions to the Staff Commission. He has not carried out any political activity in the past five years. Bumper is currently Deputy Chair of NILGOSC, for which he receives a daily attendance fee of £113.
Marion Smith lives in Bangor and is currently Deputy Mayor of North Down Borough Council. She has extensive knowledge and experience in local government particularly in the areas of health, education, local planning and housing. Marion is actively involved with a wide range of local community interests and residents associations and is a founder member and current Chair of the Friends of Bangor Community Hospital. She is a strong supporter of facilities for the disabled and ethnic communities and has been active in promoting the role of women in business and politics. Marion has a close interest in provision for young people and serves on the Board of Governors of a number of local schools.
Marion is an Executive member of the Northern Ireland Local Government Association (NILGA), is an advocate of Local Government Reform and serves on the North Down and Ards Transition Committee. Marion will bring to the LGSC a wealth of practical experience about the range of bodies with which it is involved. Marion currently serves on Libraries NI for which she receives an annual allowance of £3,000 and the Patient Client Council (PCC), for which she receives an annual allowance of £3,530. She is an active member of the Ulster Unionist Party and has held a number of posts in the Party.
