Licence summary

Under the Waste and Contaminated Land (Northern Ireland) Order 1997 you are required to register as a waste carrier if you transport waste within Northern Ireland. It is a criminal offence, carrying a maximum fine of £5000, to transport controlled waste without being registered.

Controlled waste is household, commercial or industrial waste. It may be solid or liquid.

You should apply to register with the Registration of Carriers section of the Land and Resource Management unit of the Northern Ireland Environment Agency (NIEA). You will have to renew your registration every 3 years or notify NIEA if you wish to cancel your registration.

Eligibility Criteria Anyone who transports controlled waste within Northern Ireland.
Regulation Summary The Regulations place a legal requirement on companies or individuals who transport all categories of controlled waste, to apply for registration with NIEA.
Application Evaluation Process Each application will be assessed and determined on its own merits providing all relevant information has been supplied.
Will Tacit Consent Apply Tacit consent is where a licence is granted by default if the Licensing Authority has not processed your application within the published processing times. However, due to environmental / public health interests tacit consent does not apply to registration of carriers. NIEA must process your application before it can be granted. Target Completion Period 20 days from date of complete application received.

Application and licence Redress You should contact the Land and Resource Management team in the first instance to establish the reason for the failed application. If you are not happy with this response you may appeal against a decision to the Planning Appeals Commission.
