Board Members
John McMillen was appointed Chief Executive for the Northern Ireland Environment Agency in January 2010. John joined the Northern Ireland Environment Agency from the Office of the First Minister and Deputy First Minister where since 2006 he had worked as Deputy Secretary with a wide remit including Review of Public Administration Implementation (RPAI), Resource Management, International Relations and Regeneration of Former Military Sites. From 2002 John was in the Department of Finance and Personnel for 4 years where he lead the creation of the Central Procurement Directorate and worked on bringing together and merging the Construction Service and the Government Purchasing Agency. Prior to this, John worked for Water Service for 29 years in various roles finishing as Director of Development. He is a graduate of Queen’s University, Belfast and a Chartered Civil Engineer. He has previously been Chairman of the Northern Ireland Region of the Institute of Civil Engineers and also the Northern Ireland Branch of the Chartered Institution of Water and Environmental Management. |

Dave Foster is the Director of Environmental Protection. Business units within Environmental Protection include, Strategy Unit, NIEA Water Management Unit, Land and Resource Management, the Industrial Pollution and Radiochemical Inspectorate and Drinking Water Inspectorate |  |
Graham Seymour was appointed Director of Natural Heritage in 2006. Graham holds a degree in ecology and studied at the University of Ulster, before taking up posts with Swansea City Council and Pembrokeshire Coast National Park. He joined the Department in 1987 where he started work as a Senior Scientific Officer in the Countryside and Wildlife Branch of the Environment Service. |  |
Michael Coulter has been Director of Built Heritage since 2003. Michael is a qualified architect and studied architectural conservation at the Heriot-Watt University in Edinburgh. He has over 20 years experience in architectural conservation in both local and central government and has worked in both Scotland and Northern Ireland. He has previously worked as a Senior Inspector of Historic Monuments and a Principal Conservation Architect for us. |  |
| Martyn Todd was Director of Recreation and Community Services in Down District Council until his retirement in September 2009. In his former role he worked closely with the Strangford Lough Management Advisory Committee and the Mourne Heritage Trust, as well as being responsible for the management of the Council’s beaches, Delamont Country Park and countryside access. He co-ordinated the Strangford Stone millennium project, for which he was awarded an MBE in 2000. He was appointed as a Board Member for the Northern Ireland Tourist Board in January 2009. His interests are sailing small boats, hill-walking and a large garden. He is married with two grown up children. |

| Eileen Mullan is a Lecturer with the Belfast Metropolitan College and delivers governance and board development programmes. She has over 14 years experience working within the community/voluntary and public sectors. In a voluntary capacity Eileen sits on the Board of the Ormeau Baths Gallery and the newly merged Age Concern Help the Aged Northern Ireland. In her spare time she can be found enjoying a family walk in the Mournes or on the East Strand in Portrush. Eileen is delighted to have been given an opportunity to play a positive role with the Northern Ireland Environment Agency and looks forward to meeting the challenges and aspirations of the Agency. |
