Local authorities (District Councils) in Northern Ireland are required to report data on local authority collected municipal waste arisings on a quarterly basis as per Regulation 10 (5) of the Landfill Allowances Scheme (Northern Ireland) Regulations 2004. The data for each quarter must be submitted to the Monitoring Authority (NIEA) within 2 months after the relevant quarter ends.
Local Authorities (District Councils) must submit their data via a web based system called WasteDataFlow (WDF)
. They began formally reporting local authority collected municipal waste data via WDF from May 2005 for data arising post January 2005.
Environmental Policy Division (EPD)
of the Department of Environment (Northern Ireland) are the Allocating Authority for the Northern Ireland Landfill Allowance Scheme (NILAS). The primary role of the Allocating Authority is to allocate allowances to local authorities (District Councils) in accordance with section 4 of the Waste and Emissions (WET) Act 2003 as ammended. In addition the Allocating Authority will also oversee the operation of the scheme.
In Northern Ireland, 26 councils have formed into 3 regional waste management groups for the delivery and development of waste management infrastructure to meet waste management strategy objectives. These are:
