PCBs are recognised as a threat to the environment due to their toxicity, persistence and tendency to build up in the bodies of animals. See our section on Registration and Disposal of PCBs.

Consignment Note SystemWe administer and control a consignment note system. A standard coding system has been introduced whereby a consignment note must have a unique code for that particular movement of hazardous waste. This must be bought from us.
We have produced 2 guidance documents to help explain how to use consignment notes.

FeesFees allow us to meet the cost of supervising hazardous waste movements. The fees vary depending on the type of movement involved, either £24, £10, or in certain cases, the codes will be given out free of charge.
One of the features of the consignment note is the need in Part B to enter the Standard Industrial Classification (SIC 2007) code for the process giving rise to the waste.

The regulations include restrictions on the mixing of wastes, revised requirements for record keeping, periodic inspections of waste producers' facilities by our staff and fixed penalty notices for certain offences.
