Paragraph 4 Operation of a Scrap Metal Furnace under a Pollution Prevention Control (PPC) Permit

A guide to the legislation is given below. Read through this to help you decide if this exemption covers the type of activity that you wish to undertake.

Exempted Activity

Paragraph 4 allows the operation, under a permit under the Pollution Prevention and Control Regulations (Northern Ireland) 2003 of a scrap metal furnace with a holding capacity of less than 25 tonnes and the loading or unloading of the furnace in connection with its operation.

Waste Stream Permitted

Scrap metal.

Quantity

The amount of waste processed will be determined by the scrap metal furnace with a designated holding capacity of less than 25 tonnes.

Storage and Location

Storage of the scrap metal must be at the site where the furnace is located (but not in cases where that place is used for carrying on business as a scrap metal dealer).

Additional Conditions

The operation must be authorised by an authorisation granted under the Pollution Prevention and Control Regulations (Northern Ireland) 2003 to the extent that it is or forms part of an activity within paragraph (a), (b) or (d) of Part C of Section 2.1 (ferrous metals), or (a) of Part B or paragraph (a) or (b) of Part C of section 2.2 (non-ferrous metals), of Part I of Schedule 1 to the above regulations.

Part B processes are permitted by the Industrial Pollution and Radiochemical Inspectorate of the Northern Ireland Environment Agency (NIEA). An application form is available from our Integrated Pollution Prevention and Control (IPPC) section

Part C processes are permitted by the local District Council. You must apply to your local district council for a permit.

The relevant PPC permit must be submitted with the Paragraph 4 exemption application.
